The Heights is one of the oldest neighborhoods in Houston and one of the few built almost entirely on pier and beam rather than slab. The original bungalows and Victorians β€” roughly 1900s through the 1930s β€” sit on brick or concrete piers with a wood floor structure and a crawl space underneath, many of them raised well off grade. That construction is the single biggest thing that shapes work here: the floors can be re-leveled and repaired from underneath, and they also sag, slope, and bounce as the structure below them moves.

The Heights is also a City of Houston historic district, governed by the Historic Preservation Ordinance. Exterior changes to a designated property require a Certificate of Appropriateness reviewed by the city, while ordinary maintenance and repair β€” including under-house structural repair that doesn't change the exterior or the house's elevation β€” generally does not.
